Except Illinois and UMD, I don't think these are comparable. I would say some of the CA schools, UNC, and other very highly rated publics.

Michigan, Tulane, Rutgers and George Washington are peers. Apply to all four.

Among my kids’ friends who liked Michigan, there seemed to be a lot of crossover between tulane, GW, Syracuse, U of Miami, Wisconsin, Indiana, and CU Boulder.

Wisconsin is an internationally ranked top 25 school. There are specific programs at other Big 10 schools that are world class. YMMV but that is such an ill-informed statement.
