Will FCPS fight to keep from giving out 504 plans?

Depends on the school. I know of a case where the counselor was lazy and didn't want to deal with the paperwork. This is for a similar child with ADHD, poor working memory and executive functioning with decent grades and high test scores but horrible anxiety leading to behaviors. Committee said no educational impact. The teacher who asked for a meeting in the first place suddenly became mute

Proof that the counselor was lazy? I am not seeing any here.

Also, what did you expect the teacher to do when the committee issued its ruling? The teacher expressed concerns, called the meeting and asked to have the student studied. The school's team of experts then came in and observed the student, interviewed family members, looked at past grades and test scores, and overruled the teacher. What did you expect the teacher to do then?

What I’m not understanding is why a teacher who persistently raises concerns will just clam up when they get in the meeting around counselors and administrators?
the only thing I can think of is that the teacher wants to make the Principal happy and the Principal does not want to issue an IEP or 504. Anyone have a logical explanation?

Have you attended one of these meetings?
The teacher expresses concerns, and starts the ball rolling on a student study. The counselors, therapists and others within the school system then observe the student and review their performance, often collecting other data that the classroom teacher doesn't have. They can then overrule the teacher. And your theory is that the teacher is being quiet because they want to make the principal happy?
The level of ignorance on DCUM about the power that a teacher has and does not have is mind-blowing. Decisions about IEPs and 504s are not up to the classroom teacher.

What do you call it when the same teacher who expresses concerns and complains about the student not completing assignments refuses to provide examples of the assignments the claim the student is not completing?
