Why not just bring your family to their get together since your BF's mom was considerate enough to extend the invitation. You project an awful lot on your niece b/c she's 3 and shy. Stop trying to control everything.

As an aunt who was very involved in my niece’s life, I would not budge on this issue. You are getting ready to leave, which is bad enough. But to miss the last birthday together is a non starter. I honestly would end a relationship over that.
