39% in 2016, up from 31% in 2015.


To be fair, the conviction rate has fallen more than ten percentage points since the city has been subjected to the incompetence of Marilyn Mosby, while murders have increased about 50 percent since she took office. She has driven so many veteran prosecutors and good cops from law enforcement, it is not shocking when any murder does not get solved, including police.

All that said, Suitor was almost definitely killed by a dirty cop.

The reward was for any information, and I think they offered it before the independent review board made that determination and BPD closed the case. The the Baltimore and the Maryland State’s Attorney’s offices still consider it open, and the state medical examiner still considers it a homicide, not a suicide.

Really good documentary on this case on HBO called The Slow Hustle. And this case and the Gun Trace Task Force corruption cases were the basis for the fantastic HBO show We Own This City by the guys who produced The Wire.

This man was clearly murdered. I’m not sure I really even believe he was dirty. They can frame him as that now because he’s dead, and dead men don’t speak.

BPD is a big reason that Marylanders voted to end qualified immunity for police officers.
