Any funky little neighborhoods in DC area? With Northern California-type vibe?

Just north side of Adams Morgan, against the park.

Del Rey or Capitol Hill. But best to just stay away. Try to go west.

U Street is a downtown area with restaurants, bars, clubs and theater. However the vibe is more East coast than California.

There are some pockets in Glover Park - and Palisades - feel woodsy and yet are wonderfully city based. I am so over Takoma Park: so much traffic, congestion spill over from Silver Spring and DC. and so many neighborhoods bisected with cut-through streets

I'm from the PNW and live in Del Ray. It's a nice community and people are friendly. That's more than I can say for a lot of DC, where most people don't even say hi to you.

Another no; closest you'll get is Palisades/Brookmont/Glen Echo/Cabin John.
