Do you have any understanding of the criminal native system? In simplest terms, once someone is convicted (or pleads guilty as the case may be) and sentenced according to guidelines, they are remanded to the custody of Bureau of Prisons/Department of Corrections. It is then up to the Parole Board, using specified criteria including "good time," to determine if that person should be released prior to completion of the sentence. The parollee has to report to his overtaxed PO periodically and otherwise comply with the conditions of parole. There are many flaws within the CJ system but don't try to lay blame on the judges in this instance.
