On the Western end of Columbia Pike the housing is not being lost to a wrecking ball. Maybe when AH is torn down in Westover, and the tenants are displaced and those units are "replaced" by building new infill buildings in the Arlington Mill neighborhood it's not adding density to Arlington. But it sure as heck is adding density to one neighborhood. Put a building on green space, on a parking lot, on a place that was not housing previously and where nothing has been torn down in the immediate vicinity and you are increasing density. Also, the definition of "loss" includes market rate housing where the rent has gone up and become less affordable. That doesn't mean nobody is living in the units that were previously classified as "affordable." It means people are still living in those units, and now you've built more units to compensate, likely in the same neighborhood. So yes, density is going up while affordable units are being "lost."

The near term redistricting will benefit W-L in the short term and Wakefield and Yorktown will have the increased capacity to handle those students. The real question is what to do when all 3 are over capacity.
