Maybe they've always wanted to be friends but OP would never allow it. They are getting in touch now because there's no way they would be romantic right now.

My cousin is married with a teenage daughter, and she and her husband are still living together. They are both in other relationships and will divorce when their kid graduates high school. However, my cousin is really a psycho when it comes to her first ex boyfriend from high school. She is in contact with him all the time. She feels entitled like he owes her from the time he spent with her but didn't marry her. She "blackmails" him emotionally.
