Op ~ it's just age. And you are wise to realize that even thin and in shape doesn't mean legs (past a certain age) look their best in every wardrobe selection. Doesn't mean you can't say, "Too bad, I'm comfortable. I'm wearing it anyway!"
50-60ish woman up the street is in magnificent shape. My teens said (privately) "Oh No! Mrs XX in shorts." I said, "What's wrong with that, she's in great shape". they answered, "No one wants to see that!!"
I think that's usually true.
