The author disagrees with capital punishment. He's arguing to bring the guillotine back. It's faster and doesn't cause the pain that the drugs cause.

When I was in high school I read about a lot of failed guillotine executions. If the executor didn't sharpen the blade properly or he failed to grease the contraption properly you could end up with a partially decapitated mess. Or worse someone with a huge gash screaming and bleeding to death. That is why they had a back up executioner with an ax. It also helped if you had a lot of money to bribe the executioner with, so he would sharpen the blade.

people like him should be sent to a deserted island to fend for themselves - aka Lord of the Flies-style.
making sure its an island surrounded by deadly choral, and one where no ships or boats pass by.

Plant just enough vegetation so that they can feed themselves and enough lumber so that they can build shelter.

Exactly what I was thinking. The Aborigines made the same mistake the Native Americans did when the white man invaded their land by not immediately expelling or imprisoning them for trespass.
