We would prepay our Pepco bill for six months since we go to our other home for the winter. Pepco would pay us interest on the money.

All 50 states and D.C. have regulations governing utility shut-offs, typically managed by Public Utility Commissions (PUCs), often banning disconnections during winter or extreme heat. Approximately 23 states now have specific summer heat-based protections. Key states with robust, often date-specific, policies include PA, VA, IL, DE, NJ, and AZ.
This also is illegal to shut off if the person has a health issue that requires water or electric etc. this applies to all utilities unless privately owned (a few boroughs have a privately owned utility).
So it is a policy already in effect in a similar form, and just being touted to get votes.

I have a health issue that requires me to drink water every day.

I thought that was the point behind this, which PPs seem to be missing. Our Pepco bill nearly doubled, completely unexpectedly. Anyone on a budget is going to be blindsided and devastated by that kind of increase. Something has to be done to fix this. If it were any other serivce nad the randomly doubled their prices on us, we'd discontinue it; but you can't discontinue your power.

Rates have not doubled, not even close. You should investigate why your bill went up so much. I hear from friends in apartments about various sketchy things the landlords/owners do, and sometimes they even discover that the metering is faulty so they are paying for their neighbors electricity. But Pepco did not double anyone’s rates. Even with the particularly cold winter this year, my bill did not go up very much, and I kept my house at the same temperature as usual.

I'm using the same lights and appliances and Pepco has increased the Supply Price per kWh 44% over the last three years. They are crooks.

I have kept every bill the last ten years which have the prices for Supply per kWh on the bill.

In Maryland the supply charge went up $3.95 per kWh in the last three years.

Back in 2023 the supply charge was $8.97 per kWh.
Today in 2026 the supply charge is $12.92 per kWh.

That's a 44% increase over the last three years.

April 6th -- Pepco customers face soaring bills -- and another possible rate hike
Residents across Maryland are opening their electric bills and doing double takes — with some calling the latest charges unsustainable.

In Montgomery and Prince George’s counties, customers of Pepco said their monthly bills have surged dramatically in recent months, in some cases doubling to as much as $800 or $900.

“This isn’t just a high bill — it’s a breaking point for a lot of families,” said Montgomery County Councilmember Evan Glass, who said his office has been inundated with complaints.

The company is now seeking approval for another rate increase, which would add about $12 a month to the average residential bill starting this summer. According to Pepco, the additional revenue would help fund upgrades to aging power lines, substations, and other critical systems aimed at preventing outages and improving reliability.

Starting June 1st, 2026 the supply rate is increasing 1%
So that is a 45% increase in three years. You would think that Maryland governor would do something about these increases.

You're right, people shouldn't lie. The reporter should have asked those people to log in to their pepco accounts, and then together they could have reviewed their historical bills to determine if their claims of "doubling" were truthful.

This is reasonable bill by James's. I'm willing to guess that Pepco and a lot of utility companies now use AI to track and spike prices. Which in itself is breaking consumer protection and antitrust laws.

Society should work to help assist the poor and middle class. Congrats for those of you who can easily manage several hundred dollars worth of bills at one time.
