+1. Something like this. I'd advocate for the states to require you file your state income tax return, along with your federal, first, via mail or an electronic system that goes to the state government first. The state withholds taxes equivalent to what their citizens send to the federal government. The key is that the states have to structure this so the IRS doesn't have a good case against the average citizen. You need the fight to be over the states' actions.
"Taxation without representation" is pretty a fundamental American principle.
