Not inviting the whole class if the teacher isn't sending the invite

I don’t get this at all.

The guest count is about the venue imo. If you’re doing cupcakes in the park, it’s easy to invite everyone. If you do an activity, it will have a cap. Both are fine and you can do different things in different years.

I’m a preschool teacher and what parents usually do is bring cupcakes to class for an all in-class celebration. Then, I know parents invite individual kids for a home party.
IMO there is nothing wrong with that.
