Is it parent or child’s responsibility to reach out?

It's no different than among other adults. With two friends, whose responsibility is it to call? With spouses, should the husband call or the wife? In normal relationships people call each other and don't even think about it. If one has to ask, obviously the other person hasn't called, because the relationship has problems. You cannot force someone to call you.
