White people aren't indigenous to Europe?

How are Britons, Germans, Swedes, French, etc. not Indigenous to Europe? If not, where did they originally come from? I mean technically we all came out of Africa and migrated elsewhere, but I just don't understand how the Sami could be considered the only Indigenous group to Europe.

Can people be indigenous to a city?

Many white Europeans are indigenous to Northern cities. They arrived when there were no roads, no plumbing, no electricity, no railroads. They built the American cities.
