To avoid looking like a Duggar, you really need to balance the coverage of the maxi with some skin (which is why a tank typically works well). If you have a large chest, a button down + maxi can make you look larger than you are. I find it more flattering to just find a maxi dress, as the continuous line is more slimming and it is easier to stay away from evangelical/mumsy style

Boat neck 3/4 length top is the best thing that fits your description .

Dark colors are better for slimming effect with the skirt , keep in mind white or lighter colors may widen the waist/torso since you’re wearing a skirt .

For summer fabrics , chiffon is good, 100% cotton; or linen

That won’t look good if you’re heavy with big arms. I think the maxi skirt + fitted white button-down tied up is the way to go.
