The system is designed to move people to downtown DC and, more recently, Dulles. Let DC and Loudon pay.

Fares should be much lower or 0. Fatepmey is spent on fare collection. If the system isn't pulling its weight to reduce car usage, then just shut it down.

Note that CT residents pay NY income taxes on the NY income the CT residents earn. These CT residents file NY nonresident returns, and CT resident tax returns. DC has long complained about its inability to tax MD and VA residents.
