There is already ticket reciprocity if an actual DC officer writes you a ticket. Hire more officers and empower them to actually enforce traffic violations.

Pffffffft. I guarantee you there is no way Maryland and Virginia trust DC bureaucracy to uphold their end of any reciprocity. MD and VA know full well what a dumpster fire DC administration is.
