This sounds like either old people or someone who just moved here from a place like Florida and they have not adjusted yet.

We used to set it at 64 years ago, but I don't know why, we're now too cold (age?) and put it at 68. My husband cuts the firewood and we have hot water bottles in bed! But not flannel sheets - they stick to my PJs.
