She's fooled enough people over the years with her vapid platitudes, despite the growing dysfunction of her administration. About the only part of her government that is not completely dysfunctional are those lackeys who are laser-focused on implementing the aggressive pro-development agenda of Bowser's donors. That's "pay for performance", apparently.
