Of course they should. But with a 2.5 year old it's not going to stick yet. They don't have that much impulse control. It was really weird of a parent (of a presumably similarly-aged kid) to complain about this.

Yeah go teach kids to touch other strangers.

See how well it goes....😂 that kid must have a disorder. Can't be just extrovert.

I know someone like that and many are annoyed for being forcelly hugged by this loud girl.

Kids shouldn't touch inappropriate towards adults or to anyone

Keep your hands to yourself. Not everyone likes to be touched

Even my baby understands STOP when he wants to touch the outlet and he stops.

Be a parent and discipline your kids
