Pretty sure that isn't real 4WD. You want locking diffs, etc. for real capability. So, once again, the answer is Jeep Wrangler. In your case, Rubicon 4Xe with a rear tire or hitch receiver rack for the bike/snowboard.

Just bought a certified 2019 Honda CRV with 25k miles for just under 30k. The backseat is pretty spacious and yesterday I was able to fit 3 16y olds in the back for a short trip (under 30m) with no problem.

With that budget and specifications, I’d look at the Kia Sportage (they have a hybrid option too).

RAV-4 and CR-V fit the bill but you’d have to go used or non-hybrid to stick with $30k.
