Perhaps the new school is an IB school or doesn't offer their foreign language. There could be many different reasons for them to attend Oakton, and they aren't obligated to tell you.

FCPS does things like send mailings to the address on file and if it is returned, investigates. If we're at this point in the year, they've received a mailing and most likely passed that test. Move on, it's none of your business. Do you really want to mess up someone's life?

The answer in this case clearly seems to be yes but OP shouldn’t feel good about it.

Years ago DS had a friend who pp's in his sophomore years for sports. He wanted to be on a team that was likely to win state championship.

The reason the mom gave was that he was having "social" issues. This was not true. They made no bones about why they did it to friends. They thought it would result in a D1 scholarship. Irony: it didn't.
