This happened to my mom. Her father had a heart attack halfway through her senior year of high school and they had to move to a smaller place zoned for a different school. Her “friend” ratted her out as payback for some slight and she had to switch schools. Screwed up all her college plans.

Of course friend was technically right, but she did it out of spite. So would you be. It’s none of your business and you don’t need to upend some kid’s life to be petty.

It’s likely the parents have a waiver. College admissions are mapped out 4 years in advance these days. Changing high schools, especially for a less rigorous one, is not done.

There are some good arguments in favor of school choice, but there are fewer good arguments in favor of school choice only for people who don't care about the law.
