I would look for a bralette style swim top.

I (an adult woman, natch) wear boardshorts and a rashguard frequently. I burn easily and like outdoor sports.

I personally am a DD and wear an underwired bikini top with some support. Lots of ways adult women can wear shorts and a rashie.

Rashguards protects against the sun. Even if she wants a bikini, she still needs to protect her skin. My son can go topless but he wears a rashguard due to our family history.

11 and 13 year old DDs still wear rash guards as do I. We wear bikini tops under. Mine with underwire. It’s fine and not weird and completely normal
