How to handle a very vocal dreamer/silly heart type person?

I don't mind this if it's just lighthearted "oh, maybe I should just move to Thailand... haha"

But I also have an acquaintance that would reach out once in a while to brainstorm an idea (a business venture, divorce, move, new profession, fundraising opportunity, organizing a non-profit, etc., etc.) and would ask a million questions and would send me materials and would ask me to get involved, and... would then disappear for months/years - only to reach out again with a completely different idea... I stopped putting much time and thought into this after a few times and just cut the conversation short and wish her luck, but it is interesting how the person herself does not see the pattern... again, no longer getting involved beyond "oh sounds interesting/good luck"

The people I know that do this seem mentally unstable to me. So I assign probabilities to their promises and take an I’ll believe it when I see it approach to them. If my plans depend in any way on them, I have to come up with alternative plans in case they flake out, which happens all the time. They are very exhausting.
