They are probably holding off because they don't want to admit how far behind kids are post-pandemic. The results from last fall were absolutely awful. They changed the lowest category from "not meeting expectations" to "approaching expectations." You could get a zero and be "approaching expectations."

Agree that the results must be so, so bad. As would be expected after a year plus of virtual learning.

Exactly it's not true. Further MAP is a widely used national test whereas MCAP is some new and unproven test developed by the state of MD.

Here’s an anecdote to counter your anecdote. My kid also scores very high on MAP
and literally got a 100% on the MCAP.


Mine was the opposite, they score about 100% on their MAP tests, but the letter I got showed their scores were average on the MCAP. This is in keeping with only 30% passing. I get that it's a new test that hadn't ever been given before 2021 but seriously they could at least try to work out the bugs before using it.

That is incorrect. The PARCC was given at the end of 2019, but MCAP was first administered in the fall of 2021. Its rollout was delayed because of the pandemic.

The article states it was their intent to phase out the PARCC after the end of 2019l.

Yes, I have the PARCC card for the Spring of 2019 too. MCAP was supposed to start the following year but was delayed because of the pandemic.


My kid got 5's on their 2019 PARCCs and 99% on both MAPs. When they took the MCAP last fall for the first time, their MAPs were still at 99% but this new test the state cooked up they got an average score. I'd believe it if their MAP had gone down too but seems more like they might've been better off just sticking with the PARCC which is a national test. Not sure why they feel the need to develop their own test. It kind of reminds me of the same arrogance that led to C2.0.


I really wish they'd stop developing their own tests and just use existing proven ones.

According to the state website, digital individual score reports won't be released to schools until January for reading and math MCAP.

PP is correct. I was a school test coordinator last year and we were told at training for MCAP that scores wouldn't be available until January because the format was new and they needed to standard setting to determine what scores were considered proficient, not proficient, etc.

I agree with others - the test IS trash. The amount of time spent planning for testing and then stopping class and intervention groups just to give 8 sessions of testing at the elementary level is utterly ridiculous. We can do MAP in a day and get real time data to make instructional decisions for our students.

I guess if they used a standard national test It wouldn't take the better part of a year to grade them.

Why not just stick with a credible national test like PARCC? Why does the want to develop their own test which apparently doesn't measure much of anything?

Exactly! I wouldn't pay any attention to MCAP. The results are meaningless since the test is unproven and it's just more unnecessary testing.
