Call Super Nanny, she'll set them straight. Sounds like you need some house rules and consequences set for breaking them.

Have they always been allowed to run wild with no consequences? If so, then you have a big problem. Children do not come into this world well mannered and disciplined, that is what parents are for. Stop all this nonsense about father being absent--my father was in the military and, believe me, when he was away we did not act up and none of us were ever spanked. Quite simply, we were brought up to mind other adults, our manners, and we knew there were consequences for bad behavior.
