I think they went for USAID first because they probably know:
1. Most Americans don't care about the things it does
2. They knew they'd find some shady things (it is USAID, let's be real)

Then they have set up a process for eliminating anagency and Americans will like this process, even though it is illegal. Then they can do it with Ed and others.

We have investments in Panama and could continue to invest there. Like a normal United States.

There's a ton of oversight over USAID spending. OIG is just one of many watchdogs:

Office of Inspector General (OIG): The USAID OIG provides independent oversight of USAID’s personnel, programs, and activities. They conduct audits, investigations, and evaluations to identify vulnerabilities and recommend improvements1.

Congressional Oversight: Various congressional committees, such as the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations, oversee USAID’s activities and spending through hearings, reports, and budget reviews.

Government Accountability Office (GAO): The GAO conducts audits and investigations of USAID programs and activities to ensure compliance with laws and regulations.

What Elon is doing is nothing but theatrics.

And the real reason people want USAID gone has nothing to do with "DEI drag shows for amputee dwarves with epilepsy in Kazakhstan" or whatever ridiculous fabricated nonsense they are trying to claim, it's to withdraw the US from global leadership and let China take over.
