Under international law, quite possibly. Under U.S. law, probably not.

I hadn’t really thought about Coats, but that isn’t a bad guess. I wouldn’t entirely rule out Pompeo either - this smacks of a politician who is generally doing a decent job but just can’t square their job with keeping their mouths shut and their egos won’t let them.


If it’s Coats maybe he was pushed over the edge to do this by Trump’s recent statement that Putin would be invited to visit the WH - remember how Coats found out about that while being interviewed by Andrea Mitchell live? Coats was floored that trump would say such a thing without clearing it with intelligence community first, and his reaction made it clear he thought it was a stupid idea.
