If you are over 18 you are an adult. If they were under 18 and had free range of the city, they are clearly old enough to be responsible and take responsibility for their actions. The bike was sitting docked. He was not paying for the bike. Therefore it was available for anyone to rent. If it was his bike, he would have been paying for it, which he wasn't. |
They make you do a check-in every 45 minutes or so. But, what's not clear is if there is a wait time between checking out the bike again or not. Either way, when she paid for it, no one had the bike rented. |

What is unclear is if other bikes were available or did someone get off their bike and dock it for her to rent it. Either way, she didn't call the police or security. She rented another bike per others advice, went home and thought that was the end of it. Instead one of the boys (or maybe even this sister) posted the video online which started the drama. |
What's also not clear is whether they could all have redocked their bikes and then immediately rented out their friends' bikes. After all, even if you just have 25 mins on your bike, why not take this opportunity to reset to 45 mins again, especially if this means your friend who already has 45 mins gets one of the newly reset bikes. |

Bottomline is both of them could have handled it a lot better. But, the young man did not have possession of the bike a it was docked and he was not currently renting it. He clearly wasn't stealing it. |
In the Citi Bike rules I read you have to wait 2 minutes. The bike is up for grabs in the down time. Otherwise don't be a cheap skate and just pay for the bike if you want it so bad. |
And, it had been I forget but 5-7 minutes or so. I don't think it was so much about being cheap, but they were probably taking a break as they had a long ride and you only get a limited time. |
