On-line is open enrollment. The rest of the campus, no so much. It's no different than any other state university with more prestigious and less prestigious campuses, like the University of California system or the University of Texas system. |

But it's not exactly "open enrollment," either. I doubt that their reputation is going to tank because their reputation for decades has been "the easiest to get into major university." |
