Damascus, QO swap proposed regions

Using the new FARMS rates from the original Option 1 boundary studies (after the proposed changes) and filling in the schools not in the initial boundary studies with FARMS rates from mdreportcard, here are the average FARMS rates by regions:

Region 1 (BCC-26.1, Blair-50.3, Whitman-6, Einstein-42.3, Northwood-52.4): 35.42
Region 2 (Blake-54.8 mdreportcard, Paint Branch-59.2 mdreportcard, Springbrook-63.6 mdreportcard, Sherwood-21.6 mdreportcard): 49.8
Region 3 (Kennedy-53.3, Walter Johnson-15.8, Woodward-31.7, Wheaton-65.1): 41.475
Region 4 (Richard Montgomery-31.8, Rockville-48.9 mdreportcard, Churchill-9.8, Wootton-11.6): 25.525
Region 5 (Crown-35.1, Magruder-49.3 mdreportcard, Gaithersburg-53.2, Quince Orchard-25.1, Watkins Mill-54): 44.62->43.345
Region 6 (Seneca Valley-47.2, Clarksburg-23.1, Damascus-31.5, Poolesville-23.2, Northwest-38.3): 31.38->32.66

For regions 5 and 6, the first number is when Quince Orchard and Damascus were in their previous regions and the numbers that follow are for their newly listed regions

How do you get the FARM rate numbers for the two new HSs? Just wondering.

That will depend on the option they choose.

According to Google Maps you can take 109 and some other roads to get between the two schools. So you don't need to go past QO to travel between the two schools.

It does show as a 35 minute ride though and in nonrush hour traffic.

My main point is that the new map looks gerrymandered and bad faith.

Looking at the map dated July 23 in that powerpoint or pdf presentation posted around August, I don't think it looks too unreasonable.

Both regions are continuous after the switch.

With Damascus, making region 6 take the northern part of Montgomery County.

Then Quince Orchard takes the western part of region 5, with a slife of Northwest cutting into it.

Before looking at the map, I was going to respond to your comment that MCPS was trying to do too much. But looking at it, I don't think it's entirely unreasonable. Students that live in the Damascus High area can currently (could previously?) apply to the Poolesville magnet program right?

Also I think some of this will depend on what the Crown boundary will look like and how it affects the areas around it. That map currently doesn't show it.

This regional plan is arbitrary and not ethical.

The original proposal was substantially better for QO. There’s no reason for the QO community, for whom Poolesville has been a reasonable commute, to support these changes.

I'm confused why you think that. I don't see an issue with these revised regions.

The boundary study, which affects QO’s FARMs percentage, has not been decided. What FARMs percentage is MCPS using?

And the lack of contiguity post-swap is concerning. The other five regions have a contiguous appearance that makes sense.

This latest action is just another piece of evidence about how haphazard this proposal is. I don’t see how we can be okay with casually destroying some great, well-established programs like Einstein and Blair, trusting that a clearly sloppy administration will enact so many new programs all at once.

You must not have skin in the game if you don’t see an issue with these revised regions.

Since the boundaries are still undecided, we can't know yet whether they would be contiguous.

I don't because my kids are graduating in the next 2 yrs although I live in region 6. I seriously dont know the issue though.

It'll get interesting. I can see Wootton cluster get carved up and distributed to both QO and Crown, which means they won't have access to Poolesville anymore like they do now.

Poolesville has multiple established magnets. Uncertain about the schools in the other region.

Agreed. The ESs under Wootton which will be carved out and sent to Crown will be most negatively impacted in terms of real estate value.

That’s why they shouldn’t touch Wootton much. There is no reason to hurt some families so disproportionately, especially the part carving out is really the relatively poor ones in Wootton district.
