I took the quiet car twice a week for 6 years. There was not "plenty of quiet chat" and if there was any chat beyond what PP describes as a library like atmosphere it would either be called out by a passenger or a passenger would tell the conductor and the conductor would come by to tell you, "no talking in the quiet car."
