When there's a piece of property in a high density area surrounded by businesses and governmental agencies, someone buys it up, renovates it, and increases rent which pushes the original folks out. So while Block X may still be "dodgy," as you so eloquently put it, Block Y is attracting those with means.

The issue is not the position she takes. It's that she chooses things for herself that she denies others or rails against others for supporting. Of course she should protect herself and ensure that her home is secure. Why then is it an issue when others want to do that for our country.
