Yes, it’s a known issue in the industry.

So, again, the problem is cheapo business trying to get one over on working people. Most of the legit trucking industry is unionized through the Teamsters. But some places want cut-rate shipping and hire these fly-by-night companies that are violating the law. That's what should be illegal -- they should go after the people running these companies, and then also hit the companies that are hiring these companies. It's basically the trucking version of sweatshops.
