I think it is worth looking into why the Muslim population of Arlington seems to get a lot of accommodation (space during Ramadan, holidays that can move causing significant disruption)

They couldn’t though. That’s the point. Some imam sees the moon and the date of the holiday changes. A school district can’t function based on that sort of thing.

Excused absences are fine, but you can’t shut down the district for a religious holiday that changes its date a few weeks out. Our society doesn’t function like that. You have testing dates, finals, non-refundable field trips, graduations, child care concerns, and who knows what else to consider.

Drop all holidays unless federal. Give all staff 2 paid days for observances even if they don’t observe. Have some rules for no tests or homework with a very clear policy that parents can make sure is enforced.

What part do you think is crazy?

Not the part where a guy not seeing the moon b /c its cloudy closing down an entire school district, graduations, competitions, etc?
