The problem is that people will do exactly that. There will be more “white flight” when crime is left unchecked. And then people will be called racist for wanting to leave those crime ridden areas! Newsflash: nobody cares what color their neighbor’s skin is. We do care a lot about crime. If you make certain neighborhoods synonymous with high crime because you refuse to prosecute and make the disproportionate incarceration rates ‘worse’ then don’t complain when the expected result happens. |

PP here and since I’m POC I find it funny that you think I’m racist. It honestly fascinates me how people who live to use that term lack introspection. I think my point is clear. Uncivil behavior sucks and is terrible but it’s not criminal and therefore peoples request for police enforcement against it is ridiculous and actually racist. Black people being rude to white people was the premise of a lot of lynching historically. The idea that someone should be arrested/in jail because they were rude to you or making you uncomfortable or making you feel unsafe is ridiculous. Even if the things they are saying are sick and gross. There’s a distinction and difference in the law between illegal behavior and uncivil behavior. You cannot legislate civility. Unfortunately, cities can only function if people agree to abide by mutually agreed unwritten rules. In this case people are refusing to abide by these rules. You will need to figure out for yourself how you want to deal with that. I personally deal with it by avoiding places like this. The world does not exist to cater to you so I suggest you get over yourself and take yourself back to Reddit. |

Depends on what you mean by incivility. Threatening to kill or harm someone is against the law in most jurisdictions. Pursuing, stalking and persisting in harrassing someone could also lead to criminal charges. Really the only question is at what point and how do you stop that behavior rather than just continually allowing people to be subjected to it. |

Also, just because someone is a POC that does not at all mean they can't be uncivil and even racist - including to other POCs.
As examples, in my life, I've witnessed... - UMC suburban blacks denigrating poor inner city blacks - AA Blacks denigrating black immigrants - Light skinned and dark skinned blacks denigrating each other - Urban blacks denigrating rural blacks ...and in most cases these also involved invoking racist language and stereotypes. |

Threats are per se illegal behavior. And as you point out, following behind someone while walking can be a crime if certain conditions are met but those conditions are narrow. For example, stalking is a defined crime under law that does not involve one time encounters. “Pursuing” or “following behind” someone is not a crime as it’s a vaguely defined and subjective action. You should ask upper class POC how many times a white people cross the street away from them for no reason. You want to criminalize people to assuage your fear. That’s something you need to deal with yourselves and you need to figure out for yourself what you’re going to do. |
| OP here. Here's the thing that the last 20 posts on this thread seem to have missed. We are not talking about "mere" street harassment or incivility. We are talking about a rise in violent crime - armed carjackings and ancillary child kidnappings, shootings/murder, etc. And the point of this thread is that our elected representative Charles Allen, who is in charge of the Committee on the Judiciary and Public Safety for f's sake, is singlemindedly focused on coddling criminals. |
I’m fully on board with this. The violent crime has got to stop and we should expect nothing less from a full commitment from our leaders towards that goal. People who who distract from this goal and want to hijack it to use police powers to try and punish people for being uncivil to them undermine it. |

| There's a lot of uncivil behavior on the streets, too - road rage, aggressive drivers cutting each other off, etc. And worse, it makes people conditioned into their own bad behavior - for example I'm often tempted to not use my blinkers when changing lanes because nine times out of ten the person behind me in the lane I'm trying to get into will decide to accelerate into the space I'm trying to get into the second they see my blinker come on. Or the people who think they are special, when traffic is backed up, they drive up the shoulder and try to merge at the head of the line, or block traffic in the adjoining lane at the head of the line. Just entitled a-hole driving behavior of all kinds. |
| The PPs who keep whining about the lack of "civility" are missing the point. Many behaviors you see every day in DC are in fact a crime and/or illegal. Shooting drugs in public is a crime. Threatening other people can be a crime. Panhandling in the middle of a 6-lane road like North Capitol and obstructing traffic during rush hour is also illegal, even if not a crime. |
