It's been a thing for at least 25 years now. I think it came into vogue after 9/11.

I did military procurement in the late 1990's and early 2000's and within the Pentagon, the term was used to distinguish actual forces from the various support and auxiliary staff. So it has been around, but most certainly not mainstream.
