Except that earlier in the presentation she did say it was required - the state is making us do this.

Rivera cheered for Yang at first, and then we she wanted Montoya to shut up because time is up, she told Montoya that MCPS was agreeing with her so Montoya can stop talking.

Because she switched to smacking Montoya down for questioning MCPS.

(It would be fair to tell her she needed to take a pause to let others speak, and come back to her questions later if there's time. But she went way beyond that.)
