When that text was drafted the US was filled with huge amounts of non-citizen foreigners (almost 20% of the colonies) and slaves. All of whom were counted in the census. The first census in 1790 didn't even count "citizens" - it counted "free persons" and "slaves." Non-slave foreigners were under the "free persons" category. Stop making up sh#t out of thin air. |
