Not going to name agency because of right wing trolls but it has not been mentioned yet. NBU in full time March 9. BU can continue to telework under the existing collective bargaining agreement but agency has signaled that they will enforce Presidential memorandum when collective bargaining agreement’s mid-term reopening period comes up in two years.

Not just managers. OGC, staff working under chair or commissioners, etc. they’re all going to resent BU employees.

Some CBAs (or at least ours—I assume others) have a clause that says that the union and agency can choose a limited number of items for which to reopen negotiations after a certain period of time. So the CBA is valid for X number of years, but the agency or union can unilaterally decide to initiate negotiation on those items after X number of months.

The email noted that some NBU staff don’t have dedicated offices. At HQ we gave up one leased building last year. Not sure how things are in regional offices. However I suspect that given space constraints management may want to hold off on trying to bring bargaining unit staff back/litigating the CBA at least until Atkins is in place, all of the NBU staff get situated, or OPM forces the issue, etc, etc.
