Here's what happened:
Danish coast guard evacuated a sick sailor from a US sub to Nuuk. He is being treated in Greenland (by its free healthcare system).
In Grandpa's dementia ridden mind this is something that only the fantastic Governor of Louisiana can fix with a boat. After all, Louisianians have great experience with arctic conditions.
Since both US hospital ships is under repair, one even in dry dock, a river boat is being refitted in all haste.”

He seems to nap through every televised meeting anyway, so not sure he needs special nap time. It's probably just "down time" which he spends watching TV and having his personal assistant show him or read to him positive things that have been written about him in the press and social media.
