Why has DC failed so badly on clearing the streets?

What is the sense of having plows in quiet neighborhoods at bedtime, and plows blocking traffic during rush hour on a Tuesday morning? When driving home, the Mass Ave plows were blocking traffic in the outbound lanes. If this is not the epitome of inefficiency, I don't know what is. It's as if someone ordered the plows to do the exact opposite of common sense.
Whomever is coordinating this effort--if anyone is--must be truly stupid or completely clueless about DC traffic patterns.
I can only imagine the diplomats on Mass Ave shaking their heads at the failure of the US education system. We are a capitol city run by idiots. Why did we vote for them?!?

So the city can't plow at night, and it can't plow during the day. Are you sure you understand what you want?

Captain Obvious, the point is that DC should be plowing downtown at night, and residential areas during the day. Instead, as PP notes, the city has decided inexplicably to plow downtown during rush hour, and plow residential areas at bedtime.

Are you a DC government worker? Does someone need to spell this out to you?

The first time I saw anyone from the city doing anything about the snow was yesterday, nine days after it had last snowed and after the snow had already begun melting. They closed a major street during rush hour. Really? The city's response to this storm sometimes seems like the equivalent of trolling.

When are they allowed to plow?

They should have been plowing 24 hours a day beginning last Sunday. I don't think a single plow ever came to our street.

Does anyone know if city plows plan on clearing turning lanes at intersections? Or are we waiting for Spring thaw?

I demand to know why our councilmember isn't doing something about this. It's like they don't care!

It's weird that some people defend the city here. The DC government's reaction to the snow has been a failure in almost every conceivable way.

Specifically, the mayor. It's the mayor's job to run city services. It's weird when people blame council members because the mayor executed something poorly.

They are all responsible. The Mayor and her team, and the elected Councilpeople who are supposed to be representing us and keeping the city accountable. In our case, neither our Mayor nor our Councilwoman (Nadeau) are running for reelection so you can imagine exactly how motivated they are to solve this problem.

JLG seems determined to avoid any responsibility. Lovely way to start your mayoral campaign.

Very good point. How our candidates respond to the handling of this particular emergency can give us a good idea of whether or not they have the analysis skills or vision to lead the city well in the future.

Absolutely! And anyone who was working in any capacity for the mayor in a political role this time should be barred from ever serving again.

And where are the screeching children we call our city council? It's like the entire DC government has been AWOL.

I had previously complained about the communications regarding trash.

Credit where credit is due:
DC did plow our alley today and pick up our trash (it's our regular trash day). We live in Northeast.

Of course, the ice has had two days of melting to loosen up.

And yesterday I saw bobcats out as well. Sadly, they were in the bike lane, but hey, it's something.

That would keep people up at night.

Many city streets are wet now due to snowmelt (there is a broken pipe gushing water at 17th and Penn) and it's going to get into the low twenties overnight and well into the morning. Without a decent salting, it'll be very treacherous tomorrow morning.

Maybe, but 1) people would be glad to see the snowcrete cleared ASAP; and 2) they're keeping people up at night anyway because the city has apparently decided to plow in residential areas late at night (instead of downtown).

Plowing overnight is what's usually done during storms.
