Just throwing this out there:

Maybe a solution is to have anyone seated in the exit rows (who are supposed to be fit enough to open the doors in an emergency) be available to assist those who are obviously elderly, disabled or too short to reach overhead bins.

FWIW, I use a phased approach to this issue.

I will take my carryon, lift it to the aisle seat armrest, then lift it to the top of the seat, then lift it into the bin.

I can manage this myself. It is way easier than trying to lift it up from the floor all the way into the bin. I do have a physical disability but it is not easy to spot by the casual observer.

Works for me. The other alternative is to jump into the boarding category for those that "need assistance" and get the stink eye because my disability isn't obvious.

I have never struggled to get my items stowed, either on my own or with assistance. Nor do I begrudge other passengers the time to store their items, which they’re entitled to do. You’re the one struggling to make your connections, so if you can’t afford private perhaps you need to plan better so this doesn’t cause you so much anxiety.

That’s nice but has nothing to do with airline policy. If you can’t find room for your bags they will gate check them for you.
