But the estimate has been refined as the event nears and includes damage to streets and infrastructure anticipated from heavy armored vehicles, according to a Defense official who was not authorized to speak publicly.

They probably have to move out all the military equipment they've moved in (plus also take down the viewing stands, etc.), this part of the whole plan doesn't seem so crazy.

I seriously doubt they will repair any of the roads in DC.

Eh, they do generally keep the main roads around the Federal buildings, mall, Capitol, etc., pretty decent so they will repair those.
