I don't doubt that Trump will take great pride in cleaning up the city and will do whatever he can to make this happen. If Bowser has any ounce of sense, she will be talking to her police chief right now about bringing "broken windows" policing to DC ASAP.

Have you been to Chinatown recently? I just walked out of my office for lunch, and it's bustling, safe, full of people.

Everyone knows how to improve DC. It’s just a handful of extremists that stand in the way. A basic plan that is 100% within the control of the President.

1. Replace US Atty with someone who takes crime seriously and provide USAO with adequate resources to vigorously prosecute crimes.

2. Appoint judges who will not rule on evidence in contradiction with established 4th Amendment jurisprudence.

3. Expand role of Parks and Secret Service Police to more aggressively police throughout the city. But particularly to start enforcing public use of marijuana in parks throughout the city.

4. Direct Parks to be more vigorous about removing tents/encampments.

And in collaboration with Congress, the President can:

1. Roll back Charles Allen YRA amendment for “youth” under 25 years old.

2. USAO take over juvenile prosecution

3. Put MPD under Federal control, like courts and probation services. Reestablish undercover vice unit.

4. Take over responsibility for roads in downtown areas and proximity to the mall.

The problem with your plan is that Trump does not actually want expanded or more effective government. He simply wants to endlessly and senselessly bloviate. Effective action requires actually delegating to decent staff. That’s not something Trump does.

DC has a state capacity problem. The laws and policies are just one part of the problem. The people and systems that implement those laws and policies are the other part. DC frankly is not capable of addressing either problem on their own and require external intervention to move past the status quo.
