I don’t think you can do a qui tam civil rights action . It would take the DOJ to sue for civil rights violations of crime victims when they don’t prosecute criminals. It’s no different when the DOJ pursued civil rights cases when localities didn’t prosecute kkk members for racist crimes etc

So in conclusion, giving DC statehood would increase, rather than decrease, DC's ability to prosecute criminals?

But going back to the original question, DC citizens CAN sue the US justice dept for negligence? So can a group get together and do this?

I have noticed no decline, if you worry this much about city living crime and schools, you should move to the burbs or back to your hometown. Leave the real city living to the rest of us.

I left after living in DC since the late 80s. I lived through violent crime and lack of city services enough for one lifetime. Good luck with your “real city living” newbie!
