Probable cause doesn't have to be right, that would be definite or absolute cause.

CPS depends on people like you who are ignorant of their rights as well as preying on basic fear to make their job easier. That's often why they call the police. It's an intimidation tactic more often then not but the Police are well aware they can do nothing more than encourage your to cooperate without a warrant or order.

This is correct and one of the reasons why children in the Duggar situation or other isolated cult situations are so at risk. In mainstream society there are other safety nets such as schools and other situations where a child who is being abused as access to someone who might notice and can help. These kids have no way to even ask for help. There parents or church elders are always there. Its very sad.
