But they (and their employers via FICA) do pay into the system. So that talking point is bogus. And they don’t get anything out. Do you think someone walks up to a meat packing plant and asks to work for cash and the plant agrees? That’s a great way to get in a lot of trouble fast. There is paperwork with an SSN on file for them. Now, everyone involved may wink and nod and look the other way and know full well it’s bogus. But the paperwork is there.
